Let ministers work, Uhuru tells MPs

PRESIDENT Uhuru Kenyatta yesterday
asked MPs to allow his Cabinet
Secretaries to work.
A visibly angry Uhuru complained that
Ministers were spending too much time
in Parliament because of summons by
MPs.
"The constitution does not give room for
deputy Cabinet Secretaries. How will they
work if they are made to be in one
committee after the other?
"SC's are spending too much time in
committees that even i cannot find them
when i need them to attend to state
duties. Please allow them to work," said
Uhuru
Speaking during the launch of Huduma
Kenya at Teleposta Towers, Uhuru said
CSs have been hoping from one
committee meeting to the other from the
senate to the National Assembly.
Uhuru said civil servants must undergo a
transformation and offer better services
to Kenyans or resign so that others can
take up their jobs.
"Public servants are not rulers. They must
remember the public is their employer
and must transform," he said.
Uhuru said public officers must recognise
that there is a new system of government
and must work in a manner that is
consistent with their policies.
"Everyone must begin to appreciate the
paradigm shift that comes with the
Jubilee government," he said.
The President said there is a tendency by
civil servants to seek court injunctions
when they have been sacked while they
are endangering Kenyans lives by issuing
out IDs and passports to terrorists.
"If you come back you will be interdicted
so that you can continue earning your
salary if that pleases you but we wont
allow you back," Uhuru said.
He said police should act when they are
tipped of people threatening the security
of the country.
"You have to act if you are tipped. Efforts
must not be wasted," Uhuru said.
Earlier in the day President Kenyatta put
on notice corrupt public officers, saying
their days were numbered.
Speaking at Uhuru Park today when he
presided over the official launch of the
first batch of the 1,200 motor vehicles,
acquired through an operating lease for
the National Police Service, the President
emphasized that the Government will not
endure any form of graft.
“I wish to state that the Government will
not tolerate corrupt public officers. The
time for transformation has come and
those who are not ready to change should
leave and give a chance to others willing
to serve,” he said.
The President emphasized that the
authority assigned to the officers was a
public trust which should be used to serve
the people rather than the officers.
“For those who are not ready to change,
we shall not plead with you any more,”
the President stressed.
The President disclosed that his
Government is committed to cleaning the
public service to ensure offices are
manned by men and women of integrity.
He reiterated that the Government was
committed to assuring every Kenyan and
investors their safety and security and
warned police against lax.
He pointed out that vetting of Police
officers will soon be carried out to weed
the service of all corrupt and lax officers.
The President called on the police to
ensure that their presence was felt
throughout the country to deter all
criminal activities.
Speaking during the occasion, Deputy
President William Ruto said that the
Jubilee government was keen on curbing
wastage and extravagance in the use
public resources.
Ruto said that measures were being taken
to streamline government transport to
seal off all loopholes where corrupt
officers colluded with dealers to steal
from government.
“One cannot explain why government
pays more for a vehicle from certain
dealers than individual buyers yet
government buyers in bulk and should
therefore enjoy economies of scale,” said
the Deputy President.
Present were Cabinet Secretaries Joseph
ole Lenku (Interior), Henry Rotich
(Finance), Najib Balala (Mining), and
Charity Ngilu (Lands).
Others were Inspector General David
Kimaiyo and Chairman of the National
Police Service Commission Johnstone
Kavuludi.
